§ 86-103. Determination and modification of stormwater service charges.

Stormwater service charges or fees shall be determined and modified from time to time by action of the city council. In setting or modifying such rates it shall be the objective of the city council to establish rates, fees and charges that are fair and reasonable and reflect the value of stormwater management and facilities relative to the benefit derived by the properties. Stormwater service charges or fees shall be sufficient to meet the cost of budgeted programs, services and facilities, including, but not limited to, the payment of principal and interest on any revenue bond obligation incurred for the construction and improvement to the stormwater system, as applicable.
