§ 86-64. Initial water/sewer meter charge.
(a)
Water service.
(1)
Water meters. All water meters used on the city water system shall be purchased by the customer from the city at a retail price established by the city but shall remain the property of the city upon installation. Any damage to the meter after installation resulting in replacement shall be borne by the customer.

Water tap fee. The city water and sewer department will install the water meter (up to two inches) and connection of the water meter to the building water line. The charge for said tap fee shall be $400.00. Restoration and repair of any public streets, public sidewalks or other public improvements which must be disturbed in order to set and connect the water meter shall be borne by the customer. It shall be the responsibility of the customer to install the building water line from the building and bring it to the water meter for connection to the water meter by the city. In lieu of a proportionate share fee for water the following charges will apply:

Customer shall install meters three inches or larger. The customer shall set and connect the water meter purchased from the city by the use of a state licensed plumber, having a business license within the city. The installation must be accomplished pursuant to and in compliance with the city's relevant development standards and those procedures and standards established by the director of the city's water/sewer department. The customer shall be responsible for all repairs to all public streets, sidewalks or other public improvements which are disturbed by the setting and connecting of said water meter. The water meter and connection shall not be covered until such time as the customer has notified the city water/sewer department that installation has been completed and until the same is inspected by the city for proper installation and compliance with the city's rules and standards.

General requirements. A meter pit, valves and a bypass are required on all meters larger than two-inch diameter and are the responsibility of the customer. All installations shall meet the standards and requirements as established by the city. In no case will the city be responsible for extending water service lines beyond the existing system.

Fire lines. The above meter charges, tap fees and standards shall apply to the installation of meters for all fire lines. All fire lines will be metered and a backflow preventer installed.
(6)
Master meters. Within a commercial multi-unit building, one meter shall be installed pursuant to standards set forth within this ordinance.

Sewer service.

Customer installation. The customer shall connect to the city's sewer system by the use of a state licensed plumber. The connection must be accomplished pursuant to and in compliance with the city's relevant development standards and those procedures and standards established by the director of the water and sewer department. The customer shall be responsible for all repairs to all public streets, sidewalks or other public improvements which are disturbed by the connecting of said sewer connection. The connection shall not be covered until such time as the customer has notified the city that connection has been completed and until the same is inspected by the city for a proper connection and compliance with the city's rules and standards.
