§ 86-134. Industrial cost recovery system.
The wastewater treatment works constructed for the city will not initially serve industrial users. The city will not be required at this initial stage to set up an industrial cost recovery (ICR) system. However, the city does agree to submit to the regional administrator for approval an ICR system in full compliance with EPA requirements in existence at the time and that the approved system will be placed in operation at the time the first industrial user discharges effluent into the funded treatment facilities. A resolution will be passed by the mayor and city council relating to a commitment to set up an approved ICR system when such a system is required.
