It is the purpose of this division to protect the sewage collection and treatment
facilities, to prevent danger to life or damage to property, to promote the health,
safety and general welfare, to prohibit the introduction of storm, surface or subsurface
waters into the sanitary sewers, to provide for the fair distribution of treatment
costs for all users, and to form a basis and policy for the controlling of wastes
accepted into the sewer systems of the city.
